hello.. try mo i test ung connection mo sa ibang computer or laptop. sometimes a slow connection is caused by unwanted programs/viruses that tries to consume bandwidth. tawag ka rin sa hotline para ma test ung connection.

For further assistance with regard to your problem, please call BayanDSL's hot line at 411-2000 if you are in Manila or 181 if you are in the province, while your suspension is in effect.
By the way, speed and ping stats can be affected by so many things even present in your PC. I am not saying it is your PC, rather, based on your post, nobody can actually tell as it is always found wanting in so many details. You won't get much help if you always leave out the details and just keep on complaining. If you are on Plan 899, you still within the speed range of your Plan. Just my 2 cents worth.
