I think this is a matter of routing since other subscribers are not affected by it. Kung yung problem is outside Bayan's then other subscribers should have the same problem. But in this case, korgito has bad latencies towards the steam server. We don't. I think this can be fixed by routing within the network. If you noticed iba ang route ng connection ko when I did the tracert compared to korgito.
Sad to say, but Christer's post here (the one you quoted) is now turning out to be more of a nuisance since he really did not deal with the issue posted by korgito. Next time we won't be that lenient to off topic posters (referring to Christer).

@mikos, thanks alot for your support on this matter. I hope our dear ISP finds a way to solve it. By the way, my friend sometimes get 400ms too, but when redials it becomes 60-100ms. I tried that technic, but my 400ms ping won't budge. haha.. I'm sure our dear ISP can fix this, they fix my connection before, there's no reason they can't now.

After the big down time last night, it seems bayantel has changed its hop route again, they reverted to the old route which was better. But still not good enough. Here's my tracert today, and I'm really wondering why those three hops in the last part always gave request time out, even in the other re routing scheme it still gives me a request timed out status.
Tracing route to quake.maxonline.com.sg [202.156.3.176] over a maximum of 30 hops:
